Egypt - Thomson Reuters partners with Presidential Council for Education and Scientific Research
A report on Zawya (part of Thomson Reuters) (here) of the partnership between Thomson Reuters and the Presidential Council for Education and Scientific Research in Egypt to
"enhance its Knowledge Bank, to be launched in January 2016, to empower its scientists and prepare a new generation scholars with the needed tools and advisement to advance their research and increase global impact.
"This strategic partnership with Thomson Reuters is part of the Egyptian Knowledge Bank Project aimed at providing all Egyptian citizens with access to quality research and education materials," said Secretary General Secretariat of the Specialized Presidential Council for Education and Research, Tarek Shawki, PhD. "This agreement will provide all Egyptians with access to world-class publications and offer critical tools they need to excel in their education and research. The Presidential Council will also explore a wider range of Thomson Reuters ' products and solutions in the next four years."
Thomson Reuters will work with the Council to support the nation's research efforts by providing guidance through on going workshops and key tools, including Web of Science, InCites, Journal Citation Reports and Thomson Innovation to enable the nation's scientists and research institutions to successfully navigate the lifecycle of innovation, from discovery to protection to commercialization."

EU Free Trade Agreement negotiations with Southern Mediteranean countries
News reaches, in a roundabout way, this part of the Empty Quarter of ongoing efforts by the European Commission to strengthen ties with those countries that border the Mediterranean.
There is an interesting portal to these efforts on the European Commission Euro-Mediterranean partnership webpage here. And there is a up to date summary of FTA and other trade negotiations in a PDF document here (which covers other countries as well). These are of interest because they lead to "Deep and Comprehensive Free Trade Agreements" which cover Intellectual Property.

Eid Al Adha holidays 2015
News from good friends Kadasa & Partners that the public sector will be closed in Saudi Arabia from Friday 18 September 2015 to Monday 28 September 2015, returning to work on Tuesday 29 September 2015. These closures will affect the Saudi Trade Mark and Patent offices as well as the GCC Patent Office.
The UAE government has announced the Eid holidays will be 23/24/25 September 2015 for the private sector and 23/24/25/26 September 2015 for the public sector.
News from good friends Abdelhadi in Egypt that their firm and the government will be closed from Tuesday 22 September to Saturday 26 September 2015 and all deadlines falling with that period will be deferred to next working day, Sunday 27 September 2015.
News from good friends Deris in Turkey that their office will be closed on Wednesday 23, Thursday 24 and Friday 25 September for the holiday. They do not specifically state that the government will be closed on those dates.

Egypt - Patent Prosecution Highway pilot program with Japan
News from good friends Saba & Co in the their July 2015 newsletter (here) that the Egyptian Patent Office and the Japanese Patent Office began a two-year Patent Prosecution Highway program on 1 June 2015. The Patent Prosecution Highway allows an application that has been determined to be patentable in the Japanese Patent Office to undergo an accelerated examination in the Egyptian Patent Office with a simple procedure upon the applicant’s request.

Oman - plant varieties
A useful, brief, summary from good friends Saba & Co in their June 2015 newsletter (here) on the publication of the implementing regulations of Royal Decree No. 49 of 2009 promulgating the Law on the Protection of Breeders’ Rights in New Varieties of Plants.
They report that:
They then include a useful summary table setting some information about Cyprus, Egypt, India, Iran, Jordan, Morocco, Saudi Arabia, Tunisia, Turkey and the UAE.
They report that:
- applications may now be filed with the General Directorate for Plant and Animal Research at the Ministry of Agriculture and Fisheries.
- filing requirements stipulate that applications must include a title and a full description, along with seeds and any other information or samples that may be requested by the authorities concerned. The protection term is 25 years for trees and grapevines, and 20 years for other plant varieties.
- renewal fees will have to be paid annually from the filing date.
They then include a useful summary table setting some information about Cyprus, Egypt, India, Iran, Jordan, Morocco, Saudi Arabia, Tunisia, Turkey and the UAE.

WIPO - PCT country guides
This part of the Empty Quarter recently added some further newsletters to a subscription on the WIPO website as part of WIPO changing to a new WIPO e-newsletter platform. As a result this part of the Empty Quarter now knows about the WIPO PCT Applicant's Guide (here) which provides a very large amount of very useful information on Receiving Offices, International Searching Authorities, Supplementary Search, International Preliminary Examining Authorities, Deposits of Biological Material, and National Chapters on the National Phase.
There are entries for the UAE, Bahrain, Algeria, Egypt, Iran, Libya, Morocco, Oman, Qatar, Saudi Arabia, Sudan (presumably North), Syria, and Tunisia.
The newsletter from WIPO reports that the National Chapter on Qatar has been updated.
UPDATE: A further newsletter from WIPO received today provides a link to the updated Annex C - Receiving Offices for Qatar which can be found here.
This part of the Empty Quarter has a firm belief that as much information as possible should be freely available to all and is delighted to see so much information being shared by WIPO.

Egypt and Oman sign a memorandum of understanding on substantive examination of patents
News from NJQ & Associates that Egypt and Oman have signed a memorandum of understanding on substantive examination of patents. The September 2014 issues of the NJQ & Associates newsletters says:
On 13 September 2014, the Head of the Academy of Scientific Research and Technology in Egypt and the Minister of Industry in Oman has signed a memorandum of understanding agreement with respect to cooperation in the field of patents and other intellectual property matters between both countries.
Accordingly, there will be an exchange of practices between both patent offices, and the Egyptian Patent Office (EGPO) will host researchers from the Oman Patent Office (OPTO) for training in substantive examination of patent applications in Oman. The EGPO will also send examiners to the OPTO for training purposes. Additionally, all pending patent applications in Oman will be examined by the EGPO.
Needless to say, the EGPO is an accepted examiner at WIPO and PCT offices.

The Omani and the Egyptian Patent Offices signed a memorandum of understanding on September 10, 2014 in which the two offices will work together towards the development of capabilities at the Omani Patent Office.
The Egyptian Patent Office will also act as the examining office for all pending and new patent applications filed in Oman. The Egyptian Patent Office is the only Arab office that serves as an International Search Authority, as well as an International Preliminary Examination Authority.
The expected procedure in brief is as follows: upon passing examination as to form, the examination fees will be due. Following examination and upon acceptance, the application will be published in the Official Gazette. There will be an opposition period of four months, after which, assuming no opposition is filed, the application will be granted and the granted patent will be re-published in the Official Gazette and the related registration certificate (Letters Patent) will be issued.
The official fees related to this new procedure will be officially published and the examination process further described as soon as additional steps have been completed.

EU Customs enforcement in 2013
The European Commision has released its report on
enforcement by Customs against infringement of intellectual property rights in
2013. The report is available here.
There is interesting information on countries from which goods have originated.
In the region this blog seeks to cover the country mentioned the most is the
UAE. Other countries mentioned are Egypt, Morocco, and Syria.

WIPO - Workshop in Trademark Law and Examination
An item on the ever useful and interesting Afro-IP blog alerted this part of the Empty Quarter to the WIPO Techincal Assitance Database (here) and from there to an item (here) about a Workshop in Trademark Law and Examination hosted in Korea. "The objectives of the Workshop shall be to: (i) enhance the knowledge
of trademark examiners of the principles of trademark law and trademark
examination procedures; (ii) increase their skills in actual examination of
trademark applications; and (iii) provide an opportunity to exchange views on
issues related to the Madrid System."
The workshop was attended by representatives from Saudi Arabia, Egypt and Iran. This part of the Empty Quarter hopes they brought back and shared much useful learning.

Egypt - increase in trade mark and design fees
News from good friends Abdelhadi - Intellectual Property in Egypt of an increase in official fees for trade mark and design matters. The report does not appear on their website. The translation (for which this part of the Empty Quarter is very grateful) of the decree issued by the Minister of Trade and Supply provided by Abdelhadi reads:

WCO Operational seminar in Tunisia from 9th to 13 December 2013
News that that WCO will organize an operational seminar in Tunisia. Five countries will be involved (Libya, Morocco, Tunisia, Algeria, and Egypt) . The seminar will take place in Tunis. Rights holders who are members of the WCO IPM program are allowed to present to the officials.
